There seems to not really be any other way to teach those moves in GS without it being learned via level up or transferred from R/B/G/Y. You can specifically look up Gen 2 learnsets on bulbapedia. Miltank cannot learn TBolt as an egg move, but can be taught it directly. I understand how that works but for example Charmander can learn fire punch.
